Tokayev signs Alatau City special-regime law; Adilet Party elects Aibek Dadebay chair
President Kassym-Jomart Tokayev has signed the Constitutional Law establishing a special legal regime for Alatau City, according to the Akorda press service as reported by Qazinform. The measure is intended to create conditions for the accelerated and sustainable development of the new city, with a unique status designed to foster innovation, investment and economic growth.
The law introduces a new governance model for Alatau and sets out approaches to regulating entrepreneurship, customs affairs, digital assets, gambling, the social sphere, the financial market, architecture, urban planning, ecology and environmental protection, culture, sports and other areas.
It defines the legal status of “resident of Alatau,” to be granted by the city administration to individuals and legal entities in several categories, with specific rights, obligations and requirements determined by category. Long-term investment and technological development will be guided by strategic documents, including a long-term development plan, a master plan and a development strategy for Alatau.
To support security and efficient operations as a smart city, data on infrastructure facilities and public safety systems will be integrated into a unified digital platform for urban space management. The Constitutional Law also addresses the investment climate and guarantees for investors, fiscal policy, city design and land relations.
The text of the law will be officially published in the press. In a separate development, delegates at the founding congress of the Adilet Party in Astana approved the party’s governing bodies and elected Aibek Dadebay as party chairman, Qazinform reported.
The congress confirmed the composition of the Political Council and its Bureau, which includes Aibek Dadebay, Gulzira Atabayeva, Renat Bekturov, Bella Gazdiyeva, Karlygash Dzhamankulova, Dinara Zakiyeva, Rauan Kenzhekhanuly, Zamira Kuziyeva, Andrey Lavrentyev, Mukhamedkali Tauan, Irina Ten, Lazzat Chinkisbayeva and Marat Shibutov.
An expanded Political Council was also approved. The founding congress continues as the final stage of building the political structure, which now unites more than 9,000 members nationwide. Tokayev, who also serves as Supreme Commander-in-Chief of the Armed Forces, issued a congratulatory message to Kazakhstanis, officers and soldiers on Defender of the Fatherland Day, according to the Akorda press service as cited by Qazinform.
He emphasized the holiday’s special state and social significance, saying it symbolizes the courage, incredible strength of spirit and selflessness of the country’s warriors and unites all who have served and continue to serve, guarding Kazakhstan’s peaceful skies, territorial integrity, stability and security day and night.
