Kazakh parliament passes amendments allowing 'non-return capture' of stray dogs

May 6 — Kazakhstan’s parliament on Wednesday adopted amendments to legislation on the responsible treatment of animals that allow the “non-return capture” of stray dogs, following agreement between the two chambers of the legislature. The Majilis, the lower house, approved revisions proposed by the Senate, the upper house, clearing the way for the amendments to pass.
Lawmakers said the changes form part of broader updates to the legal framework governing how animals are treated in the country. The specific provision authorizing “non-return capture” is included in the newly adopted package. Parliament did not provide further details in the announcement.
