India and Viet Nam agree to elevate ties to Enhanced Comprehensive Strategic Partnership

India and Viet Nam agreed to elevate their relationship to an Enhanced Comprehensive Strategic Partnership during President and Communist Party General Secretary To Lam’s state visit to India from 05 May to 07 May 2026, the two sides said. On 06 May 2026, President To Lam received a ceremonial welcome at Rashtrapati Bhavan before paying floral tributes at Raj Ghat.
He held bilateral talks with Prime Minister Narendra Modi, after which the leaders witnessed the exchange of bilateral documents. Prime Minister Modi hosted a banquet lunch for the visiting dignitary. President To Lam also met President Droupadi Murmu, who hosted a banquet dinner in his honor.
The Viet Nam leader delivered a policy speech at the Indian Council of World Affairs and addressed the Viet Nam – India Innovation Forum. He is also scheduled to visit Mumbai for interactions and exchanges with the State Government and businesses, and to address the Viet Nam-India Business Forum.
President To Lam was accompanied by a high-level delegation, including a strong business contingent. Talks between Prime Minister Modi and President To Lam were described as warm and cordial, covering the full range of bilateral relations and regional and global issues of mutual interest.
Prime Minister Modi congratulated President To Lam on his election and expressed confidence that Viet Nam would continue steady progress towards its development aspirations. President To Lam congratulated Prime Minister Modi on significant achievements in national development and high economic growth, and noted India’s initiatives to strengthen multilateralism and promote Global South cooperation.
The leaders said deepening India–Viet Nam ties would bring mutual benefit to their peoples and contribute meaningfully to India’s Viksit Bharat 2047 and Viet Nam’s Vision 2045. Recognizing a strong foundation of mutual trust, respect and effective cooperation, they agreed to elevate ties in the spirit of “shared vision, strategic convergence, substantive cooperation” to translate goodwill into tangible outcomes.
Marking 2026 as the 10th anniversary of the India–Viet Nam Comprehensive Strategic Partnership, the two sides agreed to celebrate the milestone in a befitting manner.
They welcomed progress over the past decade and committed to continue effective implementation of outcomes from recent high-level exchanges, including the Joint Statement on Strengthening the Comprehensive Strategic Partnership in August 2024 and the India–Viet Nam Joint Vision for Peace, Prosperity and People in 2020.
Both leaders agreed to maintain regular engagement at all levels, including at the leadership level. Noting the establishment of the India–Viet Nam Parliamentary Friendship Group in India’s Parliament, they welcomed enhanced cooperation between the two legislatures and close coordination at multilateral forums, including the Inter-Parliamentary Union and the ASEAN Inter-Parliamentary Assembly.
